Analysis
Morwell had widespread attendance and participation in 2024. It had strong playgroup participation in targeted and supported playgroup sessions. Parents surveyed at Morwell show high levels of confidence with 78% (Morwell Park Primary School) and 74% (Morwell Central Primary School) stating that they are extremely or very confident to help their children to learn. Morwell’s onsite governance group remains robust with partners agreeing that the governance group has a clear vision, that collective achievements are recognised and celebrated, partners trust and respect one another, and partners have the skills and expertise to address the goals of the partnership.

- Access to community nurse: In response to persistent health challenges and to improve access to early interventions in the Morwell community, Our Place secured a 4-year grant from William Buckland Foundation to employ a nurse care-coordinator in the Goodstart Early Learning Centre (ELC) at the Morwell Central site.
- Key age and stage (KAS) visits: Early intervention for children attending Goodstart ELC at the Morwell Central site has improved with 75 % of children referred to Maternal Child Health services for 3.5-year-old KAS Assessments attending their appointment (compared to 48% in the broader community).
- Positive home learning environment: The "Look Say Sing Play" initiative, focusing on improving oral language skills and supporting parents as first educators, has received strong uptake from families and is now expanding across the Latrobe region.
- Removing barriers: Processes between NDIS and health providers have been further streamlined, with the identification of ID documents as a key barrier to access. Services are now assisting families with providing these documents to help NDIS planning processes.
- Continuity of Learning: The Morwell Park Primary School, Latrobe City Kindergarten and Our Place partnership was named finalists in the Victorian Early Years Awards for their implementation of the Continuity of Learning framework. The nomination recognised the strong focus on fostering language and cognitive development, particularly through the Talk Boost language program, accelerating language skills by an impressive 18 months over just 10 weeks.
- Health and early development: A nurse coordinator will be piloted within the Goodstart Early Learning Centre (ELC), fostering stronger collaboration between the Goodstart ELC, Maternal and Child Health (MCH) services, and the new nurse coordinator role to better support families.
- MCH and health integration: Morwell will trial a supplement to the MCH Green Book to strengthen care coordination between local health and wellbeing services for children with developmental delays. A site-wide, systematic approach to engaging 3.5-year-old children with MCH services, ensuring comprehensive developmental checks and support for parents to follow up recommendations made for their children.
- Playgroup alignment: Playgroups will focus on aligning site-wide initiatives to support parents, with a coordinated approach to shared goals and collaboration across all playgroups on site.
- Continuity of Learning: Work will continue to enhance shared pedagogies between kindergarten and school, building stronger links to support children’s learning and development.
